CONSTITUTION & RULES

1. MEMBERSHIP

a. The Section shall be known as the Ladies Section. Membership is open to all ladies of the above Club.

2. OBJECTS:

a. To bring together all lady members and to generally encourage the game amongst them.

b. To promote and control all Ladies League and Friendly matches in which members of the section participate.

c. To promote and control all competitions between lady members.

3. ANNUAL GENERAL MEETING

a. An Annual General Meeting shall be held in April as agreed with the Hon. Club Secretary.

b. The notice convening the Annual General Meeting shall be posted on the section notice board fourteen (14) days prior to the date of the meeting. The notice shall list the business to be conducted.

4. EXTRAORDINARY GENERAL MEETING

a. Extra-Ordinary General Meetings shall be convened by the Section Secretary within twenty one (21) days when instructed by the Section Committee, or on receipt of a request in writing signed by no fewer than twelve (12) lady members of the section specifying the nature of the business to be conducted.

b. Notice of an Extra-Ordinary General Meeting shall be posted on the section notice board not less than fourteen (14) days prior to the meeting, such notice to specify the nature of the business to be conducted.

5. ELECTION OF OFFICERS

a. The Officers of the Section shall consist of Chairlady, Honorary Secretary, Treasurer, Competition Secretary, League Secretary, & Club Captain.

b. The Officers shall be elected at each Annual General Meeting. Retiring Officers shall be eligible for re-election.

c. A notice inviting nominations for Offices and the Committee shall be posted on the section notice board forty-two (42) days prior to the date of the Annual General Meeting. The notice shall be displayed for fourteen (14) days. All nominations shall be proposed and seconded. The ‘proposer’ and ‘seconder’ shall be present at the meeting.

d. In the event of more nominations than the number required, the election shall be by ballot at the Annual General Meeting.

6. CHAIRLADY

The Chairlady shall preside at all meetings. The Chairlady shall have a second, or casting vote.

7. SECRETARY

a. The Secretary shall deal with all correspondence, and have custody of all documents belonging to the section.

b. The Secretary shall keep records of the business transacted at all meetings.

c. The Secretary shall submit an annual report to the Annual General Meeting.

8. TREASURER

a. The Treasurer shall render an annual audited account of all receipts and payments.

b. The audited account shall be displayed on the Section Notice Board fourteen (14) prior to the Section Annual General Meeting. The Treasurer shall keep an accurate account of all financial transactions.

9. COMPETITION SECRETARY

The Competition Secretary shall be responsible for the organisation of all Ladies Competitions on behalf of the General Committee

10. LEAGUE SECRETARY

The League Secretary shall be responsible for the organisation of Ladies Leagues on behalf of the General Committee

11. CLUB CAPTAIN

The Club Captain shall be responsible for team organisation & discipline, and for match day administration

12. GENERAL COMMITTEE

a Management of the Section shall be vested in a General Committee consisting of six (6) elected officers plus five (5) members elected at the Annual General Meeting.

b Committee Meetings shall be called at the discretion of the Chairlady or Honorary Secretary, or on receipt of a written request from not less than three (3) members of the

General Committee.

c. Notice of all General Committee Meetings shall be delivered to all it’s members.

13. SELECTION COMMITTEE

a. The Selection Committee shall comprise of the six (6) elected officers and the five (5) elected Committee Members.

b. The Selection Committee shall select teams for all Ladies County League, Ladies Friendly, and Representative Matches.

14. QUORUM

a. Five (5) members shall form a quorum at Committee Meetings.

b. Fifteen (15) members shall form a quorum at General Meetings.

15. ALTERATION OF RULES

a. Alterations of, or additions to, any of the foregoing rules shall be made at the Annual General Meeting or Extra-Ordinary General Meeting and twenty-eight (28) days written notice of the terms of such proposal or additions shall be given to the Honorary Section Secretary duly proposed and seconded.

b. Amendments to the proposed Alteration of Rules must be submitted in writing to the Honorary Secretary seven (7) days prior to the date of the Annual General Meeting or Extra-Ordinary General Meeting.

16. INTERPRETATION OF RULES

a. The General Committee of the Section shall be the authority for interpretation of these rules.

b. In the case of any dispute the matter shall be referred to the Lincoln Indoor Club Management Committee whose decision shall be final.

LEAGUE RULES

1. FORMAT OF TEAMS

a. All teams shall consist of named players submitted at the commencement of the season.

b. Team Captains shall inform the League Secretary of the names of players leaving or joining their team during the season.

c. Teams may replace, but not exchange, players after the commencement of the League programme

d. Teams shall not consist of less than six (6) nor more than seven (7) players.

2. RULES OF PLAY

a. In the event of three players arriving, they shall play as a three and omit the No.2 position.

b. If less than three players arrive, the game shall be conceded.

c. In the event of three players arriving, extra bowls are not allowed.

d. Rink Fees shall be paid in conceded games.

e. A player arriving late shall play at No.2 position.

f. A player arriving late can join the team if 5 or less ends have been completed.

3. FLOATERS

a. League teams requiring substitutes shall take a player from the 'floaters list’ displayed on the ladies notice board.

b. A Floater is allowed to complete a team where a player has failed to arrive.

c. A Floater shall be allowed to play for any one team three times throughout the season, and still remain on the 'Floaters list', and it will be the Team Captains responsibility to ensure that any one floater does not play more than three times for their team.

d. Floaters may play in any position but Skip.

e. When a floater plays an “f” shall be placed alongside the person's name on the scorecard to enable checks to be made by the League Secretary.

f. A Floater must wear dress as in Rule 5. Waist coats will be optional until a floater becomes a member of a team.

4. CANCELLATIONS

a. Matches can only be cancelled through extreme weather conditions, or special circumstances. All cancellations must be verified by the League Secretary. Matches must be rearranged and entered in the book at the bar at the time of cancellation. Failure to do so will result in each team losing two points and the Ladies Club fee of 20p must still be paid.

b. Rule 27 of the LIBC Club Rules will be adhered to.

5. DRESS CODE

a. SKIRTS Shall be grey regulation, two pleats back and front, grey culottes, or grey tailored trousers.

b. BLOUSE / JUMPER = Shall be white but not sleeveless

c. SHOES = Will be brown, tan, grey or white. Sandals may be worn.

d. TIGHTS / STOCKINGS = Optional. Colours = Beige, Tan, Grey shades. (Not black)

e. CLUB WAISTCOATS shall be worn at the first end and all lady members shall be correctly dressed on all occasions.

f. Any lady member playing in the Ladies League, Club or County Competitions must purchase a waistcoat. The only exception will be the Social Triples.

g. Ladies who are selected for National Club Team representative matches and County (Trudy Bates and Mixed League) matches are required to wear a Club Shirt. Shirts can be purchased/ordered at the bar.

6. LEAGUE MATCH FEES

The League Match Fee shall be decided at the Annual General Meeting.

7. IDENTITY DISCS

A “two colour method” of identity discs shall be used. Bowlers in the Home Team will have Blue Identity Discs on their bowls; Bowlers in the Away Team will have Yellow Identity Discs on their bowls.

8. CLUB LEAGUE RULES

Rules 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 17, 18, 19, 20, 23, 25, 27, as published in the Club Handbook will apply to the Ladies League.

9. WORLD INDOOR BOWLS COUNCIL LAWS OF THE GAME.

All matches shall be played under the World Indoor Bowls Council Laws of the Game unless covered by the foregoing rules.

10. PENALTY FOR INFRINGEMENT OF LEAGUE RULES

Any infringement of the Ladies Section League Rules will result in the forfeiture of two points - Captains/Skip responsibility.

COMPETITION RULES

1. CLUB COMPETITIONS – MATCH ARRANGEMENTS - SINGLES & PAIRS

a) Three dates shall be offered to opponents within four (4) days of the closing date of the previous round. Preliminary round dates shall be given within ten (10) days of their publication. Within three days of receipt of such offer the “opponent” is bound to accept one of the said dates or will forfeit the tie.

b) The Challenger shall be the player higher in the draw.

c) Start times shall be by mutual consent.

d) The challenger shall have choice of rink.

e) Failure to play on or before the closing date will result in both players (or teams) being eliminated from the competition.

2. CLUB SINGLES

a) The players in a singles game shall each bowl four bowls and the first to score twenty-one (21) shots is the winner.

b) A player not present at the scheduled starting time will be eliminated.

3. CLUB PAIRS

a) The game shall be of sixteen (16) ends if completed within two (2) hours.

b) A bell will signal the end of each session, ends in play will be completed so long as the jack has been cast in the correct manner i.e. the mat in the correct position, and the lead only has cast the jack (see club league rule 6).

c) The players in a Pairs game shall each play four bowls.

d) Any team not having a full compliment of players at the starting time will be eliminated

e) The named players taking part in the first game shall constitute the pair in all subsequent games.

4. CLUB TRIPLES

a) The Triples will be played on fixed dates.

b) The game shall be of sixteen (16) ends if completed within two (2) hours.

c) A bell will signal the end of each session, ends in play will be completed so long as the jack has been cast in the correct manner i.e. the mat in the correct position, and the lead only has cast the jack (see club league rule 6).

d) The players in a triples game shall each play three bowls.

e) Any team not having a full compliment of players at the starting time will be eliminated

f) The named players taking part in the first game shall constitute the triple in all subsequent games.

5. CLUB RINKS

a) The Rinks will be played on fixed dates.

b) The game shall be of sixteen (16) ends if completed within two (2) hours.

c) A bell will signal the end of each session, ends in play will be completed so long as the jack has been cast in the correct manner i.e. the mat in the correct position, and the lead only has cast the jack (see club league rule 6).

d) The players in a rinks game shall each play two bowls.

e) Any team not having a full compliment of players at the starting time will be eliminated

f) The named players taking part in the first game shall constitute the rink in all subsequent games.

6. OVER 60s PAIRS

All games to be played at 12:30pm to a nominated closing date.

7. SOCIAL TRIPLES

a) The Social Triples will be played on fixed dates.

b) The named players taking part in the first game shall constitute the triple in all subsequent games.

c) Skips will be selected – Players in each team will be by draw.

d) A substitute, if required, can play in any position except Skip.

e) A “Substitute List” shall be displayed on the Ladies Notice Board. The list shall be numbered and substitutes taken in rotation from the list.

f) Ladies Club Triples Rules 4b, 4c, 4d and 4e shall apply.

8. NEW WINNERS COMPETITIONS

a) These shall be played to a nominated closing date.

b) Ladies Competition Rules for Singles and Pairs shall apply.

9. CLUB COMPETITIONS - PLAYING ARRANGEMENTS

In singles competitions, competitors shall not visit the head until three bowls have been delivered by each player.

10. COMPETITION ENTRY FEES

A Competition entry fee will be paid as decided by the Annual General Meeting.

11. STAMPING OF BOWLS

In all Competitions bowls must bear a current stamp of the W.B.B..

12. E.W.I.B.A. COMPETITION RULES & W.I.B.C. LAWS OF THE GAME

The above will apply in all aspects not covered by the foregoing Rules.

13. COUNTY COMPETITIONS

The above rules will apply to County Competitions at the Club stages.
